Below is the draft plan and draft budget for the use of ARP ESSER funds provided to the District, which totaled just over 3.56 million dollars.
The plan is forward thinking and makes direct investments in students through the life of the grant, which must be expended by September 2024. Specifically, the two major expenditure items support students through an investment in staffing targeted towards students who have experienced learning loss due to the pandemic, and the purchase of curricular materials that will support high quality instruction for all students as the District emerges from the pandemic.
Below are the responses to eight questions that are part of the ARP ESSER Application.
The allocations are pending approval by the Ohio Department of Education, and subject to revision based and guidance and feedback from the Ohio Department of Education.
How will ARP ESSER funds be used to implement prevention and mitigation strategies that are, to the greatest extent practicable, consistent with the most recent CDC guidance on reopening schools, in order to continuously and safely open and operate schools for in-person learning?
A portion of the ARP ESSER dollars are being used to install a needle-point bi-polar ionization system in the air handlers at all three buildings to reduce airborne pathogens and improve indoor air quality for staff and students.
How will the LEA use the funds it reserves under section 2001(e)(1) of the ARP Act to address the academic impact of lost instructional time through the implementation of evidence-based interventions, such as summer learning or summer enrichment, extended day, comprehensive afterschool programs, or extended school year?
A significant portion of our ARP ESSER Funds, above the 20% minimum set-aside, is being used to provide targeted interventions for students who displayed learning loss due to the pandemic. At Batavia Elementary School, there has been an investment in 4 teaching positions that are specifically dedicated to serving students impacted by the pandemic. Specifically, we have hired a transitional first grade teacher and transitional second grade teacher, each of which will have a classroom of students that display kindergarten and first grade academic deficits that will be the focus of intensive remediation. A 3/5 reading and 3/5 math teacher have also been hired, and their focus is on tutoring and academic support for students with pandemic learning loss. At Batavia Middle School, the 3/5 math and reading tutoring and academic support model is being replicated with two teachers (1 reading and 1 math) who will focus on students in grades 6 - 8. In addition, ARP funds are being invested in a June extended learning program for students who are performing at below grade level expectations at the conclusion of the year. The first year of this program was funded using ESSER II dollars, and two additional years of this program will be funded using ARP dollars.
How will the LEA spend its remaining ARP ESSER funds consistent with section 2001(e)(2) of the ARP Act?
With the remaining ARP ESSER Funds, we are making investments in the following areas:
1. Curriculum adoption to meet the individual academic needs of buildings and students
2. Family and community investment with funds dedicated to HOPE Squad for mental health, Workforce Development through a program partnership with the Chamber of Commerce, and Student Enrichment through the continued funding of Batavia Catalyst Grants.
3. Funding a bus driver to allow the district to maintain continuity of services.
4. Funding a fine arts staff member to meet the needs of Batavia High School and expand opportunities for students.
5. Purchase of chromebooks to support remote and individualized learning.
6. Allocation of funds to cybersecurity to ensure continuity of digital services and protect staff and students.
7. Funding for high quality student assessment tools to provide data to measure ongoing academic supports and interventions.
8. Funding for a middle school counselor to meet the social/emotional needs of students and families
9. Funding for a teacher on special assignment for curriculum, who will support teachers as they implement new curricular series and administer assessments to measure student academic performance and growth.
How will the LEA ensure that the interventions it implements, including but not limited to the interventions implemented under section 2001(e)(1) of the ARP Act to address the academic impact of lost instructional time, will respond to the academic, social, emotional and mental health needs of all students, and particularly those students disproportionately impacted by the COVID-19 pandemic, including students from low-income families, students of color, English learners, children with disabilities, students experiencing homelessness, children in foster care and migratory students
For all of the positions that are being funded using ARP ESSER dollars, scheduling has been intentional to ensure that the students most impacted by the pandemic were assigned to these teachers for academic support. Specifically, students who were entirely or partially online during the 2020-2021 school year, as well as those who were quarantined multiple times, were prioritized for placements with these staff members. Using ARP funds, the district has purchased an enhanced version of the STAR assessment series, and students who are prioritized for learning loss interventions will be tracked intensively using diagnostic data from the STAR assessment system. For the summer of 2022 and the summer of 2023, June extended learning session seats will be prioritized for students being served by these teachers that continue to exhibit a need for academic supports beyond the traditional school year.
Briefly describe the extent to which the LEA intends to use ARP ESSER funds to promote remote learning.
ARP ESSER Funds are being used in part to purchase chromebooks that can be used for remote and personalized student learning. In addition, each curricular series that is being invested in will have a robust online component that can be leveraged for remote instruction.
Describe the LEA’s plan for addressing learning loss by: administering and using high-quality assessments to assess students’ academic progress and meet students’ academic needs, including through differentiating instruction; implementing evidence-based activities to meet the comprehensive needs of students; providing information and assistance to parents and families on how they can effectively support students, including in a distance learning environment; and/or tracking student attendance and improving student engagement in distance education.
A portion of the district ARP ESSER funds are being used to invest in the Renaissance/STAR and NWEA MAP assessment platforms for students. These assessment systems will be used to assess students' academic progress and meet students' academic needs, and will specifically be targeted to measuring academic growth and adjusting academic supports for students who are receiving additional intervention due to pandemic related learning loss.
Briefly describe how the LEA determined its most important educational needs as a result of COVID-19.
The District used course data from the 2020-2021 school year, spring 2021 OST data, and 2020/2021 educational location status (online or in-person) to determine the students who would be prioritized for academic support to combat learning loss beginning with the 2021/2022 school year. In addition, as a district we know that strong curricular materials are a foundational tool that supports strong instructional practices. In order to best recover from the pandemic, a decision has been made to invest in updating instructional materials in order to give our teachers the very best tools with which to instruct students. An informal series of needs assessments has been conducted in consultation with District staff members in order to determine the priority areas that will be targeted for curricular adoptions.
Describe how ARP ESSER Funds have been/will be used for other activities for maintaining the operations and continuity of services in the LEA and continuing to employ existing staff of the LEA.
ARP Funds are being used to fund a bus driver for three years and a fine arts position for two years in order to maintain the operations of the District. Funds are also being used to invest in curricular materials to maintain a continuity of services for students and address learning academic learning loss. In addition, ARP funds will be used to extend programs begun during the 2020-2021 school year that support student and family success, including funding for HOPE Squad (mental health support), workforce development through a partnership with the chamber of commerce, and student academic enrichment grants to promote out of school learning with a focus on remediating deficits caused by the pandemic.
